Skill Development Initiative(SDI) / Modular Employable Skills (MES)

Modular Employable Skills (MES) has been developed in close consultancy with industry, state governments and experts in pursuance of excellence in vocational training. MES is 'minimum skill set' which is sufficient to get an employment in the world of work. MES allows skills up gradation /formation, multi entry/exit, vertical/horizontal mobility and lifelong learning opportunities in a flexible manner and allows recognition of prior learning. The skill is to be assessed by the Assessing Body (AB) mainly from the industry organizations. National Council of Vocational Training (NCVT) issues certificate of skills acquired after competence is assessed.

The List of MES courses and its Curricula could be found in the website: http://dget.gov.in/mes/index.htm. The modules under the SDI Scheme right now are also numbered in such a way that the first digit of module indicates the level of that particular module and a trainee can do higher level of module only when he/she has passed the corresponding lower level modules.

Training to the Candidates is carried out by the Vocational Training Providers (VTP) under Regional Directorate of Apprenticeship Training (RDAT) - Directorate General of Employment and Training (DGET) – Ministry of Labour and Employment – Government of India.

Assessment to the Candidates is carried out by the Assessing Bodies (AB) under Directorate General of Employment and Training (DGET) – Ministry of Labour and Employment – Government of India.

The Regional Directorate of Apprenticeship Training (RDAT) under DGET shall issue MES NCVT Certificate to the successful Candidates.

Assessment must be carried out only by the assessor who has passed ACE (Assessor Competency Evaluation) conducted by DGE&T. Before undertaking Assessments ensure Question Papers are prepared in the Language understood by the Candidates. In cases where Question Banks are not available, the assessor should prepare Question Papers to test the Competency of the Candidates as prescribed in the Course Content of each Course. For the purpose of Assessment, the Assessor should:

  • a. Brief the Principal/his representative and Candidates about the MES SDI Scheme and the Procedure being adopted for Assessment.
  • b. Verify Identity of the Candidate with the Photograph on the Application Form.
  • c. Conduct the Assessment in two parts as below keeping in mind the Qualification and the Background of the Candidates.
  • Part 1: Theoretical Examination: The examination shall consist of written test designed primarily to assess the basic knowledge of the candidate. The duration of the test is to be for minimum 30 minutes and maximum 1 hour with a total of 50 marks; minimum pass marks being 20 (40%).

    Part 2: Practical and Viva-Voce: The practical and viva-voce would test candidate's professional knowledge, skill and ability to perform the necessary skills including safety, cleanliness at work and attitude towards work. The test duration, question patterns and its breakdown marks would vary depending on the sector. The total marks would be 150. The breakdown will be: 120 marks for practical, 30 for Viva-Voce which includes marks for safety, cleanliness and attitude towards work. The total qualifying marks would be 90 (60%).The candidates passing both the parts are to be recommended for issue of NCVT Certificate by Government of India.

    d. Capture the bio-metric attendance of trainees/candidates as well as assessors themselves during the start as well as the end of theory and practical test.
